Water-Sewer District 3: Barbara Russell said Water-Sewer District 3 has been deemed “unauditable” by
the State Auditor’s Office and that historically the commissioner overseeing the district in which an
unauditable district is located reaches out to the district as a courtesy. Barbara noted that the county
cannot issue warrants on behalf of the district while it’s deemed unauditable.
Staffing: Barbara said the PA’s Office has hired David Bailey as the new Chief Civil Deputy Prosecuting
Attorney.
Executive session
At 2:07 p.m., Commissioner Swope announced that the Board would be going into executive session
under RCW 42.30.110(1)(i) for 15 minutes to discuss two topics: Brittany Evers v. Lewis County et al. and
YMCA v. Lewis County PW, et al.
Executive session started at 2:09 p.m.
• At 2:24 p.m., the Board extended executive session for 10 minutes.
• At 2:34 p.m., the Board extended executive session for 10 minutes.
• At 2:44 p.m., the Board extended executive session for 5 minutes.
• At 2:49 p.m., the Board extended executive session for 3 minutes.
• At 2:52 p.m., the Board extended executive session for 2 minutes.
Executive session ended at 2:54 p.m. Commissioner Swope noted that no decisions had been made.
