Correspondence: Commissioner Swope expressed frustration with transients breaking laws and wreaking havoc in the area. >> Directors’ Update Steve Wohld discussed a request for qualifications for Engineering Services relating to the Fairgrounds Park Waterline Repair and Rehabilitation Project. Josh Metcalf discussed a call for bids for the material purchase of a precast concrete split box culvert for future installation at Kruger Road. Erik Martin discussed a resolution to ratify an executed contract with GMP Consultants for professional recruitment services for the County Manager position. Matt Jaeger discussed a resolution to authorize the Director of IT Services to execute the renewal of a 3- year Enterprise Agreement with Insight, a Washington state contracted reseller for Microsoft Corporation licenses. Matt Jaeger discussed a resolution to list the proposals received and vendor selected for the Lewis County Juvenile Courtroom Technology and Audio/Video Design and Installation. Josh Metcalf discussed a resolution to approve and authorize the Public Works Director to sign a Professional Services Agreement with Gibbs & Olson Engineering for improvements to the county's Vader-Enchanted Valley Water System. Held: Rocky Lyon noted that the proposed resolution to appoint Shawn O'Neill to the Lewis County Solid Waste Advisory Committee would be delayed one week. Josh Metcalf discussed a hearing to approve a franchise renewal to City of Centralia for the installation, construction, operation, and maintenance of electrical distribution, water, stormwater and sewer system facilities within the rights-of-way of unincorporated Lewis County. Commissioner Pollock made a motion to move two notice items, two consent items, four deliberation items and one hearing to the Tuesday, March 14, 2023, BOCC agenda. Commissioner Brummer seconded. Motion passed 3-0. Announcements / roundtable Matt Jaeger discussed expected mandates regarding cybersecurity. He also discussed countywide training and software updates. Amber Smith discussed upcoming reviews of the Employee Handbook. Doug Carey provided updates regarding capital projects. Rocky Lyon discussed updates at the state Legislature. Eric Eisenberg discussed outreach regarding the county’s rural housing concept. Wednesday Workshop Veterans Journey Forward: Chip Duncan and Jesse Lloyd discussed the Veterans Journey Forward project. Chip said the group continues to seek grant funding. Chip said he is requesting that the county be the group’s backstop for $80,400 and that the county pledge $26,000 in Veterans Relief Funding to cover May through December 2023. He said the funding would be used for peer training. The commissioners said they would further discuss the request at a future Wrap-Up meeting. Night-by-night shelter RFP selection process: Eric Eisenberg discussed the timeline for work on the night-by-night shelter. He said the first contract will be to select a provider using a selection committee that would report to the commissioners. The group discussed representation on the selection committee and how to best outline plans for the shelter. Commissioner Swope stressed that he wants the selection committee to include someone who represents the city of Centralia. Meeting adjourned at 10:15 a.m.
