Commissioner Pollock made a mo�on to add to the June 27, 2023, Business Mee�ng the following:
• Vaca�on 23-001: The vaca�on of undeveloped Washington Street right of way.
• Vaca�on 23-002: The vaca�on of undeveloped right of way between Haynes Avenue North and
Cowlitz Avenue North in Packwood.
Commissioner Brummer seconded. Mo�on passed 3-0.
Timberland Regional Library: Commissioner Swope said he wants to dra� a leter to TRL urging library
leaders to limit children’s access to books dealing with sensi�ve maters such as rape and masturba�on
and to urge library leaders to remove an LGTBQ brochure that says kids can keep what they read secret
from their parents. The commissioners said they’d like to review the library’s policies and dra� a leter
that addresses any policy concerns.
Lewis-Mason-Thurston Community Ac�on Council (CAC): Meja Handlen and Commissioner Swope
discussed concerns regarding a recent CAC retreat at which the group discussed a new mission
statement that expands the group’s mission statement to include efforts to “disrupt white supremacy.”
Meja also discussed plans to amend a Youth Advocacy Center (YAC) contract to iden�fy the county’s YAC
personnel.
Strategic Planning: Commissioner Pollock discussed efforts to revise the dra� strategic plan.
Criminal Jus�ce Treatment Account (CJTA) funding: Becky Butler and Meja Handlen discussed CJTA
funding. They noted that the deadline for outlining use of the CJTA funds is mid-July. The commissioners
said they would further discuss the funding use July 5.
.09 policy and applica�on updates: Becky Butler and Rieva Lester reviewed updates to the .09 policy
and applica�on documents. The commissioners said they’d like to review the changes with the Economic
Alliance.
Procurement of 2024 LCSO vehicles: Josh Metcalf said he is seeking approval to start the procurement
process for the 2024 Sheriff’s Office vehicles. He said the county has received three of its six 2023
vehicles. The group discussed the Charger’s move from gas to electric.
David Bailey and James Goodman joined at 9:56 a.m.
Commissioner Swope directed Josh to have Steve Wohld look into grants for EV charging sta�ons.
Commissioner Brummer made a mo�on to approve the request to purchase 2024 vehicles for the
Sheriff’s Office. Commissioner Pollock seconded. Mo�on passed 3-0.
Josh Metcalf noted the vehicles will not go into use un�l 2024 and may not even arrive un�l some�me in
2024.
Wa ter Conservancy Board vacancy: Rieva Lester said Leland Rakoz is stepping down, meaning we’ll need
to make Wallace Rosa a regular member as he’s the only other member who holds water rights. When
you appointed Wallace, you men�oned you’d like to keep LC employee David Hilligoss’s app in case we
had any other vacancies. If you’d like to simply appoint David, we can do that. Or we can reopen it for
apps. (It’s tradi�onally a harder one to fill.) David’s app is atached.
Zap Energy leter of support: The commissioners approved sending a leter of support with one
proposed sentence stricken.
Winlock / Boundary Review Board: At 10:11 a.m., Commissioner Swope announced that the Board
would be going into execu�ve session under RCW 42.30.110(1)(i) for 5 minutes to discuss the Winlock /
Boundary Review Board.
Execu�ve session started at 10:12 a.m.
• At 10:17 a.m., the Board extended execu�ve session for 2 minutes.
• At 10:19 a.m., the Board extended execu�ve session for 3 minutes.
• At 10:22 a.m., the Board extended execu�ve session for 2 minutes.
Execu�ve session ended at 10:24 a.m. Commissioner Swope noted that no decisions had been made.
