Amber Smith discussed a notice of a Public Hearing for Ordinance 1352, which would amend Chapter 2.40, Standards for Public Defense Services, of the Lewis County Code. Mindy Brooks discussed a resolution to reappoint Frank Corbin and Gretchen Fritsch to the Lewis County Planning Commission. The commissioners said they’d like to first open the application period up for one week to mirror the process by which other reappointments are handled. Becky Butler discussed a resolution to approve a financial contribution agreement between Lewis County and Lewis County Seniors organization for senior nutrition program support during calendar-year 2024. Matt Jaeger discussed a resolution to approve interlocal agreements between Lewis County and area emergency response agencies regarding technology services. Jenn Libby-Jones discussed a resolution to approve a grant agreement between the Department of Justice Office of Community Oriented Policing Services and Lewis County for the FY23 COPS Technology and Equipment Program in the amount of $2,800,000. Jenn Libby-Jones discussed a resolution to approve Interlocal Agreements between Lewis County and the City of Chehalis Fire, City of Chehalis Police, City of Winlock, City of Morton, City of Toledo, Riverside Fire Authority, Lewis County Fire Districts 1, 2, 5, 6, 11 and 14 for support of Radio Communications Equipment and Systems. Becky Butler discussed a resolution to ratify a contract with Gordon Thomas Honeywell Governmental Affairs for Lewis County lobbying services. Rieva Lester discussed a resolution to approve Addendum A to Resolution 23-377 to capture levy information submitted by junior taxing districts on or after Dec. 4, 2023. Josh Metcalf discussed a notice to issue a Request for Qualifications (RFQ) to provide annual structural engineering services for projects including Rural Arterial Program (RAP) funded projects, Federal Emergency Management Agency (FEMA) funded projects, U.S. Department of Housing and Urban Development (HUD) funded projects, and Lewis County Transportation Improvement Program (TIP) projects. Josh Metcalf discussed a resolution to approve Recreation and Conservation Office (RCO) Grant Agreement No 21-1400R between the State of Washington, through the Department of Fish and Wildlife (WDFW), and Lewis County for the Lucas Creek Tributary at MP 4.39 Fish Passage Construction project, CMP 2332, in the amount of $1,421,948.00. Josh Metcalf discussed a resolution to initiate county road construction projects and assign County Road Project (CRP) numbers. Josh Metcalf discussed a resolution regarding the proposed acquisition of additional right of way for King Road at MP 12.26. Josh Metcalf discussed a resolution to ratify Agreement No. SWMLSWFA-2023-LECSWU-00120 with the State Department of Ecology for moderate-risk waste, recycling and other cleanup programs. Josh Metcalf discussed a resolution to ratify a community litter cleanup program grant agreement between the state Department of Ecology and Lewis County Solid Waste Utility. Josh Metcalf discussed a resolution to approve a Recreation and Conservation Office (RCO) Grant Agreement No 21-1399R, between the State of Washington, through the Department of Fish and Wildlife (WDFW), and Lewis County for the Lucas Creek Tributary at MP 4.24 Fish Passage Construction project, CMP 2331, in the amount of $1,140,358.00. Commissioner Brummer made a motion to move two notice items, two consent items and 12 deliberation items (excluding the reappointment resolution) to the Tuesday, Dec. 19, 2023, BOCC agenda. Commissioner Pollock seconded. Motion passed 3-0. Roundtable Lee Napier reminded the group about the Dec. 15 Tour of Lights. Becky Butler reminded the group about a Dec. 26 budget amendment.
