HELD: Matt Jaeger said he is holding the proposed resolution to issue a request for proposals (RFP) for Community Development Technology and Audio/Video Project. David Bailey discussed a notice of a public hearing for Ordinance 1349, which would prohibit interference with a firefighter or emergency responder and make a violation thereof a gross misdemeanor. HELD: Becky Butler said she is holding the proposed resolution to authorize a temporary interfund loan from the American Rescue Plan Act Fund No. 1420 utilizing the Local Assistance and Tribal Consistency Funds (LATCF) to the Homeless Shelter Capital Fund No. 3500. Eric Eisenberg discussed a resolution to approve a Rapid Capital Housing Acquisition Grant to reimburse the purchase of 1258 SE Washington Ave., Chehalis. Josh Metcalf discussed a resolution to initiate county road construction projects and assign County Road Project (CRP) numbers. Rieva Lester discussed a resolution to approve $300,000 grant to Town of Pe Ell for its Lester Creek Personnel Access Walkway and Chehalis River Intake project. The group discussed proposed Ordinance 1348. The group discussed a resolution to adopt the amended 2023-2028 Six-Year Transportation Improvement Program (TIP) and 2023 Annual Construction Program (ACP). Commissioner Brummer made a motion to move one notice item, two consent items, three deliberation items and two hearings (excluding the audio / video RFP and the shelter transfer) to the Tuesday, Oct. 3, 2023, BOCC agenda. Commissioner Pollock seconded. Motion passed 3-0. Commissioner Swope reminded the group of the following: • All-Day Budget Meetings are scheduled for Oct. 11, 16 and 18. • The Oct. 11 Directors' Update has been moved to 11 a.m. Oct. 10. • The Oct. 18 ESC / Directors' Update has been moved to 11 a.m. Oct. 17. • There will be no Business Meeting on Halloween as it’s the fifth Tuesday in the month. Announcements Becky Butler said she has sent out a request for budget amendment proposals. Graham Gowing said the state is conducting its accountability audit. Wednesday Workshop Letter of support regarding Berwick Creek project: The commissioners agreed to sign the letter of support. Swigert Road update: Not discussed. Security cameras: Rieva Lester said the commissioners are being asked to approve Resolution 23-313: Declare an emergency, dispense with normal bidding requirements and select a vendor to provide a replacement for the county’s security camera storage systems as authorized under RCW 36.32.270 and RCW 39.04.280. Matt Jaeger reviewed the proposed resolution, noting that the county’s security camera system has been determined to not have adequate storage to maintain a proper length of storage needed for retention and that the system is vital to the safe operation of Lewis County Operations, including posing a significant security risk and safety issue. Matt said Access Security Inc. provided an estimate of $33,207.00, plus tax and can begin work immediately. Commissioner Pollock made a motion to approve Resolution 23-313. Commissioner Brummer seconded. Motion passed 3-0. At 9:38 a.m., Commissioner Swope recessed the meeting until 9:41 a.m. The meeting resumed at 9:43 a.m. Mindy Brooks and Preston Pinkston reviewed proposed Ordinance 1348, which would amend Lewis County Code related to RV parks and campgrounds. They said the ordinance: • Focuses on RV parks and campgrounds, not mobile home parks and not individuals camping or living in RVs on private property. • Defines cabins, yurts, tents, campgrounds, primitive campgrounds, disperse camping and camper clubs. • Increases the maximum RV stay to 210 days instead of 180 days. • Allows for 30-day stays in cabins and yurts. • Allows for caretaker accommodations.
