Legislative update (9:30 a.m.) Agenda change: Commissioner Swope made a motion to add to the Jan. 9, 2024, Business Meeting agenda Resolution 24-011: Notice of hearing regarding Ordinance 1354, which would add Chapter 8.80 Lewis County Code to regulate sterile needle and syringe exchanges operating in Lewis County and make violations of the chapter a civil infraction or a misdemeanor. Commissioner Pollock expressed concerns about the proposed ordinance. She cited concerns with • Unintended consequences • Age restrictions • Limits in rural areas • Definitions • Accounting of needles in use Robert Bradley suggested language changes regarding an accounting of needles disbursed instead of in use. Commissioner Swope rescinded his motion. Flood meeting refreshments: Commissioner Swope made a motion to approve the $600 refreshment purchase for the Oct. 19, 2023, Flood Meeting as per LC policy 8.5.3. Commissioner Brummer seconded. Motion passed 3-0. County staff working on shelter: Eric Eisenberg discussed work taking place at the Rainier Building and the homeless shelter. County Manager Ryan Barrett said he will work with Eric on Capital Projects assignments. Commissioner Pollock left sometime before 9:24 a.m. Minute folders: Commissioner Swope made a motion to approve of minute folders for the weeks of: • Sept. 4, 18 and 25, 2023 • Oct. 2, 9, 16, 23 and 30, 2023 • Nov. 6, 13, 20 and 27, 2023 • Dec. 4 and 11, 2023 Commissioner Brummer seconded. Motion passed 2-0. At 9:25 a.m., Commissioner Brummer recessed the meeting until 9:30 a.m. The meeting resumed at 9:31 a.m. Josh Weiss and Troy Nichols provided a preview of upcoming legislative matters. Erik Martin joined at 9:43 a.m. Meeting adjourned at 10:03 a.m.
