Organizational restructuring – HR/Risk Management: Ryan Barrett provided an overview of the
organizational restructuring for HR / Risk. Ryan said the county will amend its Defender of the Day
contract with Rachel Tiller to include oversight of indigent defense caseloads. He said Ross McDowell
will again serve as the interim safety officer and that Becky Butler will oversee Risk and Matt Jaeger will
oversee HR, with Daleyn Coleman serving as Deputy Director.
Comprehensive Plan Periodic Update: Mindy Brooks said the county has jurisdiction of urban growth
areas (UGA). She said the UGA is designed to accommodate 20 years of growth and that cities are
required to conduct land-capacity analyses to ensure the region can accommodate its projected
population, housing and job expansions.
