2023 Year-End Update: Becky Butler said general fund expenditures used an estimated $1.5 million in
reserves. Becky said the last time reserves were used was 2017.
2024 Budget Amendment: There will be an unanticipated budget amendment for the LCSO jail. Noxious
Weed is purchasing a vehicle through ER & R. There will be a reduction in salary for Parks and Rec. Fleet
has a $902,000 increase in revenue due to an incorrect reporting of rates.
ARPA: The next report is due in April. All administrative costs need to be estimated for the grant
management. Becky said WSAC is having regular updates providing updates and advice for ARPA
reporting. 911 had a bid close March 25. The Fair had a meeting with the engineer about the water main
project. Becky said the water main project is on track to be under contract by the end of April. Becky
said there has not been an update from the City of Vader. There are HVAC projects available to use the
remaining funds in case additional projects are needed. Commissioner Pollock asked if transportation
projects would be applicable for the use of ARPA funds.
Opioid Settlement Funds: Becky said checks were received from the Opioid settlement. $42,205 year-
to-date spent. Funds from the Opioid settlement purchased Narcan for law enforcement. Becky said the
mental health tax has been over-utilized and she suggests using Opioid funds in place of mental health
tax dollars. Becky received direction from the BOCC to find expenditures from the general fund that
would qualify for Opioid funding and then use the funding that would be saved in the general fund to
support expenditures at the Coroner’s Office. There is no deadline to use the funds.
Broadband Grant: Bid opening on March 19th. Becky said the project is still over budget. Becky will be
helping ToledoTel’s CPA with project reporting. If additional funds are not granted, change orders can be
made to adjust the project or look for additional sources of funding. Becky said the first hook-up will be
mid-April. This time next year, the project will be wrapping up. Dale Merten has been going door-to-
door to let customers know about the upgrades in service. There has been limited sign-up for the new
internet.
Risk Services: Becky said she has been working on evaluating policies and Risk practices. Becky said
Rachel Tiller will be contracted for additional services. Becky said the indigent screening process will be
done at the Law and Justice Building. Natalie has been doing the screening process and Becky is looking
to move that back to Superior Court, allowing Natalie to help with Workers’ Comp. Aimee Albright is
taking the lead on the Actuary study. Becky said there was an ask of the study to look further into the
LEOFF I fund.
