Wednesday Workshop
Chehalis Treatment Court program: Mental Health Court Program Coordinator Sophia Limacher
requested the creation of an Assistant Program Coordinator position, which would provide support to
the Mental Health Court Program Coordinator in partnership with the city of Chehalis, with the city and
county splitting the costs of the program. Judge Andrew Toynbee, Susie Palmateer and Allen Unzelman
echoed the benefits of the proposed program.
The commissioners said they are in support of the proposal, noting that the next step will be to sign an
interlocal agreement with Chehalis.
Directors’ Update
Becky Butler discussed a notice of hearing for Lewis County 2024 budget emergency and supplemental
appropriations to and transfers within current expense and various funds.
Lee Napier discussed a resolution to approve the Lewis County Comprehensive Plan Periodic Update
community engagement plan and project charter.
Meja Handlen discussed a resolution to approve Contract #W01-0194-23 Amendment A between WISE
and Lewis County.
Rieva Lester discussed a resolution to list the bids received and newspaper selected for Lewis County
legal printing for July 1, 2024, through June 30, 2025.
Josh Metcalf discussed a resolution to ratify a contract amendment with HDR for the Packwood Sewer
System Project.
Josh Metcalf discussed a resolution regarding the proposed acquisition of additional right of way for Carr
Road at MP 0.20.
Charles Edmonson discussed a resolution to appoint Tina Moore to the Lewis County Noxious Weed
Control Board as the representative for Weed District 5.
Becky Butler discussed a resolution to designate Lewis County representatives on the Washington
Counties Risk Pool.
Commissioner Pollock made a motion to move one notice item, two consent items and seven
deliberation items to the Tuesday, April 2, 2024, BOCC agenda. Commissioner Swope seconded. Motion
passed 3-0.
Wednesday Workshop
MOU with WSU Extension: Gary Fredricks discussed a proposed agreement with WSU for Extension
services. He noted that WSU Extension has hired a new 4-H leader effective April 1.
Becky Butler noted that WSU needs to address the portion of the salaries that Solid Waste funds.
The commissioners said they would revisit the topic April 1.
Homeless youth services: Commissioner Swope said he would like the county to allocate $35,000 to
help 16 area high school students have access to Centralia College’s dorms from April 1 to Aug. 31.
Commissioner Swope and Meja Handlen discussed the benefits of the proposal. The commissioners
directed Meja to draft a resolution for the proposal.
At 9:48 a.m., Commissioner Brummer announced that the Board would be going into executive session
under RCW 42.30.110(1)(i) until 10:09 a.m. to discuss the following:
• Jordan David Coleman tort claim under RCW 42.30.110(1)(i)
• Proposed Ordinance 1354 under RCW 42.30.110(1)(i)
• Mountain View Cemetery under RCW 42.30.110(1)(c)
At 10:09 a.m., Commissioner Brummer extended executive session until 10:14 a.m.
At 10:14 a.m., Commissioner Brummer extended executive session until 10:17 a.m.
Executive session ended at 10:17 a.m. Commissioner Brummer noted that no decisions had been made.
Becky Butler said the commissioners have been invited to an April 2 broadband meeting with
Gluesenkamp-Perez’s office.
