Public comment: None.
Agenda change: Commissioner Pollock made a motion to add to the June 11 Business Meeting
Resolution 24-190: Accept a tax title bid on Mountain View Cemetery. Commissioner Swope seconded.
Motion passed 3-0.
Cemetery transfer and equipment: Becky Butler said federal American Rescue Plan Act (ARPA) funding
was used to purchase equipment for use at the Mountain View Cemetery. She said the county will need
to determine whether to transfer the equipment to the new cemetery owners or keep the equipment
for county use. She and County Manager Ryan Barrett noted that the equipment costs far exceed the
amount paid for the cemetery. County Manager Ryan Barrett recommended retaining the equipment.
Becky noted that BJ Kuykendall needs to provide serial numbers to the Auditor’s Office.
Commissioner Pollock made a motion to transfer the listed equipment from the cemetery to the Parks
department. Commissioner Swope seconded. Motion passed 3-0.
Change orders: Doug Carey addressed multiple change orders, including:
• HVAC – $61,000
• Jail energy upgrade engineering
• Historic Preservation grant – extend timeline, reassign funds
American Rescue Plan Act (ARPA) funding request: Becky Butler said Juvenile has used ARPA funding
for the mentor program. Becky said Shad has asked for permission to use leftover ARPA or general fund
dollars to purchase a trailer for equipment.
Packwood Corridor Plan: Mindy Brooks discussed efforts to secure grants for the Packwood Corridor
Plan. The commissioners directed Mindy to work with County Manager Ryan Barrett for future
opportunities.
Tsunami funding letters of support: Josh Metcalf discussed a letter requesting full funding for the
National Tsunami Hazard Mitigation Program. The commissioners agreed to sign the letters of support.
Civil Service vacancy: Rieva Lester said the county had received one application for the Civil Service
Commissioner vacancy. She noted that the two current board members had voiced support via email.
The commissioners directed staff to proceed with a resolution to appoint the applicant.
Coal communities: Commissioner Swope discussed his recent visit to other communities facing the
closure of coal plants.
Executive session: At 9:34 a.m., Commissioner Brummer announced that the Board would be going into
executive session under RCW 42.30.110(1)(i) until 10:04 a.m. for a lawsuit / tort claim overview and to
discuss the Mossyrock insurance claim.
Executive session ended at 10:04 a.m. Commissioner Brummer noted that no decisions had been made.
Commissioner Pollock made a motion to direct the PA’s Office to move forward with negotiations
with insurance carriers regarding the Mossyrock claim as discussed in executive session.
Commissioner Swope seconded. Motion passed 3-0.
