Agenda change: Commissioner Pollock made a motion to add to the agenda the following items:
• 3rd quarter budget amendment requests
• Public Works updates, including Kennicott Road access
• Law and Justice security projects
Commissioner Swope seconded. Motion passed 3-0.
Fire Commissioners’ meeting: Commissioner Pollock and Commissioner Brummer said they would
attend the Aug. 19 Fire Commissioners’ meeting at Winlock as guests.
Minute folders: Commissioner Pollock made a motion to approve minute folders for the weeks of: June
10, June 24, July 1 and July 8. Commissioner Swope seconded. Motion passed 3-0.
Cowlitz Tribe WSDOT grant letter of support: The commissioners approved signing a letter of support
for the Cowlitz Tribe’s WSDOT grant application.
Thurston County Timberland Regional Library appointment: The commissioners delayed their decision
on the TRL letter of support.
Executive session: At 9:04 a.m., Commissioner Brummer announced that the Board would be going into
executive session under RCW 42.30.110(1)(i) until 9:09 a.m. to discuss two topics:
• Lineage Board of Tax Appeals (BTA)
• Potential litigation
At 9:09 a.m., Commissioner Brummer extended executive session until 9:14 a.m.
At 9:14 a.m., Commissioner Brummer extended executive session until 9:19 a.m.
At 9:19 a.m., Commissioner Brummer extended executive session until 9:24 a.m.
Executive session ended at 9:24 a.m. Commissioner Brummer noted that no decisions had been made.
Executive session: At 9:25 a.m., Commissioner Brummer announced that the Board would be going into
executive session under RCW 42.30.110(1)(c) until 9:40 a.m. to discuss the 508 shop.
Executive session ended at 9:40 a.m. Commissioner Brummer noted that no decisions had been made.
Lodging taxes: Commissioner Brummer discussed the commissioners’ recent call for a Lodging Tax
Advisory Committee (LTAC) applicant for a “provider” position. Commissioner Brummer said the
appointee who appeared to no longer qualify for the position does actually qualify and can continue
serving. The commissioners directed staff to obtain a letter from the business the individual represents
on the LTAC.
Fair update: Commissioner Brummer said open carry postings are required only at the beer garden.
3rd quarter budget amendment requests: The commissioners said they will review amendment
requests on a case-by-case basis.
Public Works updates, including Kennicott Road access: Geoff Soderquist said he is opposed to allowing
direct access regarding the new development but that the developer can go to the hearings examiner if
they disagree with his decision regarding the access. The commissioners said they support Geoff’s
decision. The group discussed efforts to update interlocal agreements with the cities for the urban
growth areas.
Law and Justice security projects: Alex Murray provided updates on security projects at the Law and
Justice building. He said Phase I, which included the replacement of 35 panic buttons, was completed
earlier in the day and that Phase II will include the replacement of any remaining panic buttons. Alex
said staff also has installed lights outside courtrooms that will flash when there is an emergency.
