Agenda change: Commissioner Pollock made a motion to add to the agenda executive session discussions regarding the following items: • Under RCW 42.30.110(1)(i): Juvenile rehabilitation, Timberland Regional Library and Green Energy • Under RCW 42.30.110(1)(f): HR workplace complaint Commissioner Swope seconded the motion. Motion passed 3-0. Community Action Council (CAC) presentation: CAC Care Coordinator Katrina Wulff and Forensic Interviewer Jennifer Mitchell provided an update on CAC’s outreach. Mindy Brooks discussed a notice of public hearing for Ordinance 1357 to amend Chapter 12.60.280 (Driveways and Private Road Standards), 16.12.500 (Simple Segregations) and 16.02.100 (Subdivision development standards) of Lewis County Code. Josh Metcalf discussed a notice of hearing regarding a franchise renewal to Puget Sound Energy to install, construct, operate, and maintain water mains and cathodic protection cables in Lewis County road rights-of-way. Josh Metcalf discussed a notice of finding of no significant impact and intent to request release of funds for the LCWD No. 1 New Water Reservoir Project in Randle. Alex Murray discussed a resolution to approve a contract with Thyssen-Krupp Elevator Corporation for elevator maintenance services. Becky Butler discussed a resolution to authorize legal defense and indemnity for Robert Snaza, Kevin Engelbertson, Dustin Breen and Jeremy Almond, and their marital communities, if any, regarding a lawsuit brought by Joseph Nelson - Action No. 3:24-cv-05548-DGE. Ryan Barrett discussed a resolution regarding the declaration of surplus personal property. Josh Metcalf discussed a resolution regarding the declaration of surplus real property, 951 State Route 508, Chehalis. Josh Metcalf discussed a resolution to adopt the Lewis County Hazard Mitigation Plan and Community Wildfire Protection Plan. Susie Palmateer and Stacey Werner discussed a hearing regarding Ordinance 1356, which would add Courthouse Facilitator Program (Chapter 9.40) to Lewis County Code to codify the establishment of the program and the collection of surcharges, license fees and user fees to defray the cost of the program. Commissioner Pollock made a motion to move three notice items, two consent items, five deliberation items and one hearing to the Tuesday, Aug. 6, 2024, BOCC Business Meeting agenda. Commissioner Swope seconded. Motion passed 3-0. Announcements / new business The group discussed: • Community Development’s Aug. 1 move to its new location • The upcoming fair • Budget updates • ADUs • American Rescue Plan Act-funded testing at fairgrounds Wednesday Workshop Private roads: Mindy Brooks discussed an upcoming hearing at which the commissioners will consider proposed updates to address issues with dashed addresses and private road names. Commissioner Swope left at 9:55 a.m. and returned at 9:56 a.m. At 9:57 a.m., Commissioner Brummer announced that the Board would be going into executive session until 10:07 a.m. to discuss the following four items: • Under RCW 42.30.110(1)(i): Juvenile rehabilitation, Timberland Regional Library and Green Energy • Under RCW 42.30.110(1)(f): HR workplace complaint At 10:07 a.m., Commissioner Brummer extended executive session until 10:12 a.m. At 10:12 a.m., Commissioner Brummer extended executive session until 10:14 a.m. Executive session ended at 10:14 a.m. Commissioner Brummer noted that no decisions had been made.
