Public comment: None.
Rodney Reynolds reviewed revenues, including the following:
• Investments: Remain flat.
• Sales and use tax receipts: 0.8 percent year-to-date (YTD) increase compared to 2023.
• Mortgage rates: Down slightly.
• Current expense YTD revenues: Slight increase over 2023.
• YTD lodging tax collection: 533,6000.
Grace Jimenez reviewed expenditures, and noted there were no concerns with the General Fund and
other funds at this time.
Grace said she is reviewing the county’s draft cost allocation plan.
The group discussed potentially implementing the cost allocation plan in 2026, providing departments
more time to strategize implementation of the new costs.
Ross Nielson joined 10:53 a.m. and left at 11 a.m.
The group discussed the next phase of the cost allocation plan, including implementation of indirect
rates regarding federal grants to offset the use of General Fund dollars.
The commissioners directed staff work toward a January 2025 launch date for the cost allocation plan.
Graham Gowing outlined state changes for procurement related to public works purchases totaling up
to $40,000. He said he will present a resolution addressing the changes.
Larry Grove said voter turnout for the primary election was 47.8 percent, with roughly 25,000 ballots
received. He noted that there is a statewide hand recount for the lands commissioner position.
Larry Grove discussed staffing in Elections and Recording. He noted that all but one of his Recording
employees are new to the position.
