Director of Engineering. Civil Engineer III’s perform a variety of entry level
engineering tasks and are responsible for the completion of specific
portions of projects, reports, and programs in the Public Works Division.
They are responsible for overseeing the daily activities of employees at
the Engineering Technician level. Employees in this position may be
required to perform portions or all of the duties normally performed by
positions within or below the current assignment depending on current
workload and staffing requirements.
Performs intermediate technical work in the fields of roadway and utility
design engineering, utility locating, or construction inspection, and
relates work as apparent or assigned. Performs office engineering and
design related work on Public Works projects including AutoCAD/ Civil

This is a professional management position under the supervision of the
Director of Roads | Public Works. The individual is responsible for
planning, organizing, budgeting, administering, and managing the County
utility services including wastewater systems, water systems, and the
solid waste program; and performs administrative responsibilities
including billings, grant development and maintaining facility plans,
county, and regional plan reviews; and performing related duties as

This is the entry level position in the Engineer series. Individuals typically
act as Project Engineers for a variety of Public Works projects such as

Under limited supervision, performs professional work of considerable
difficulty in managing design, construction, engineering, development,

At this level, incumbents are generally placed in charge of a major project
or functional area which is characterized by supervising or leading
several support staff. Staff may include or consist of contracted
consultants or contractors. Incumbents are expected to possess a
thorough working knowledge of County policies, standards and
procedures as well as engineering principles, methods and practices.
This position performs supervisory work as the head of an engineering,
maintenance or inspection section of the County's Engineering
Department or operations and maintenance programs of the County's
Utilities Department. The position allocated to this class is responsible
for planning, scheduling, directing and evaluating the work of
subordinates as well as providing administrative or technical advice and
assistance to subordinates on more difficult assignments. The nature of
work of the section may be engineering related, road or utilities
maintenance related.
The Fundamental and primary goal of this position is to complete the
plans, specifications and estimate phases of the specific project(s) or
task(s) assigned to the Engineer IV. This position is responsible for
defining and assigning specific project related tasks and assisting
technical personnel in carrying them out.
Performs a variety of civil engineering assignments requiring analysis,
research, planning, coordination and design, routinely directing the
efforts of other staff on projects of most any scale and technical
complexity.
Plans, organizes and manages the day-to-day activities of the Water,
Wastewater Utility, and is responsible for the on-going operation and
reporting for the potable water systems and the wastewater systems,
consistent with all regulatory provisions.
This is the journey level in the Engineer series. Individuals typically act as

Coordinates the review and issuance of construction permit
applications, performs design work associated with capital public works
improvement projects, assists project engineers, conducts research into
products, services and construction methods.
Responsible for planning, organizing and managing the design and
construction of County roads, bridges, transportation planning, traffic
engineering, and other engineering improvements and projects.
Responsible for performing and overseeing technical studies, planning
documents, designs, plans, specifications, and cost estimates, and

Director/County Engineer, this individual assigns engineering projects to
sub-units. Trains, directs instructs professional and sub-engineers and

This is a professional civil engineering position that functions as a Civil
Engineer for Cowlitz County. The County is seeking to fill two position
vacancies that provide engineering and planning services for the Utilities
and Stormwater Division or the Diking and Development Division. These
positions also provide a broad range of engineering and planning services
to all divisions of Public Works, such as road engineering, road
maintenance, stormwater, water, sewer, diking, solid waste, parks, and

team. Team is responsible for implementing the goals and policies of the
Olympia Comprehensive Plan and the projects in the Transportation
Master Plan.
Manages a broad engineering division within the Departments of
Community Development or Public Works. This is senior managerial
work, with broad responsibility and considerable latitude for
independent judgment to resolve a wide range of technical and
managerial problems. Incumbents report to, represent, and advise their
respective Department Directors. Responsibilities involve management
and motivation of all division staff through intermediate level managers,
as well as overall development and oversight of assigned programs.
Positions at this level require a thorough knowledge and expertise in the
particular division areas.
To plan and manage a major section of the Public Works department
such as design, construction or surface water. Perform administrative
and advanced engineering, construction or surface water work to direct a
complex and diversified program. Incumbents in this position supervise
25 or more employees including two or more group supervisors.
This class is distinguished from the Civil Engineer 3 by its emphasis on
managerial duties, supervision of first line supervisors, and the higher
level and scope of responsibility for a number of functions. It is the
highest level class in the engineering series
Manages the capital improvement program for the Engineering division
within the Public Works department. Responsible for planning, design
and construction of capital improvement projects including water,
wastewater, stormwater, facilities, parks, transportation and other
miscellaneous projects. Supervisory position the requires the application
of professional expertise to determine facts, analyze problems,
guidelines and engineering standards.
This is a highly responsible, senior division management position. The
Wastewater Utility Manager is responsible for planning, organizing,
directing, and controlling the activities of a large regional wastewater
treatment utility providing a safe and functioning County wastewater
treatment plant and collection system.
