RE: Recommendations
The Criminal Justice Treatment Account panel has agreed to submit the following
recommendations to be considered by the Board of County Commissioners:
1. We would like to recommend reappointing Sam Groberg to the Criminal Justice
Treatment Account Panel as a voting member representing the Criminal Defense Bar
(not specifically a county held position and must be appointed by the county
legislative authority). Sam’s term expired on December 31, 2024, if reappointed, his
beginning service will be January 1, 2025.
2. We would like to recommend appointing Teresa Ekdahl-Johnson to the Criminal Justice
Treatment Account Panel as a voting member representing the Substance Abuse
Treatment Provider (not specifically a county held position and must be appointed by
the county legislative authority). Teresa’s beginning service will be January 1, 2025,
through December 31, 2027.
3. We would like to recommend the removal of Mindy Greenwood as a voting member.
Mindy’s term expired on December 31, 2024.
4. Per RCW 71.24.580, we would like to recommend reappointing the remaining five county
held member positions – Caroline Garibay (county alcohol and drug coordinator),
Jonathan Meyer (county prosecutor), Chris Sweet (county sheriff), Andrew Toynbee
(county superior court), and Stephanie Miller (representative of the drug court) to
continue serving in their current sectors. Their terms expired on December 31, 2024, if
reappointed, their beginning service will be January 1, 2025, through December 31, 2027.
Public Health & Social Services staff will process the appropriate resolution to make the above
changes should you approve them to move forward. Thank you for your consideration
