2025 Budget: The commissioners discussed the potential use of opioid funds to cover the two sheriff
positions.
All three commissioners said they support the use of opioid funds to cover the deputy and patrol
positions that had been considered as proposed cuts.
The commissioners said they support setting levy rates at 1 percent plus 2 percent of banked capacity
for both roads and the General Fund.
Directors’ Update
Becky Butler discussed a resolution regarding the Lewis County 2024 budget emergency and
supplemental appropriations to and transfers within current expense and various funds, a notice of
hearing thereon.
Josh Metcalf discussed a notice of hearing regarding a franchise renewal to Newaukum Hill Water
Association to install, construct, operate and maintain water system facilities in Lewis County Road
Rights of Way.
Sheriff Snaza and Undersheriff Kevin Engelbertson discussed an extension to an agreement between the
Lewis County Sheriff's Office and Naphcare (Everhealth LLC).
The commissioners said they would like to add to their Legislative Agenda a pathway to billing Medicare
for jail medical.
Amanda Price discussed a resolution to approve Interlocal Agreements Between Lewis County and Area
Emergency Response Agencies Regarding Technology Services.
Doug Carey discussed a resolution to ratify signature for the Twin Cities Senior Center Roof replacement
contract.
Josh Metcalf discussed the proposed vacation of an undeveloped right of way, being a continuation of
Roppert Road, in Winlock.
Josh Metcalf discussed a resolution to approve Josh Metcalf, Public Works Director, as Applicant Agent
and Robin Saline, Public Works Contract Administrator, as the Alternate Applicant Agent/Contact for
open, federally declared disasters and any future disasters that may occur between December 1, 2024,
and December 31, 2025.
Josh Metcalf discussed a resolution to acquire additional real estate and easements for construction of
the Packwood Sewer System project.
Commissioner Pollock made a motion to move two notice items, two consent items and six deliberation
items to the Tuesday, Dec. 3, 2024, BOCC agenda. Commissioner Swope seconded. Motion passed 3-0.
Josh noted that Public Works has completed its fuel decommission project and that the Toledo airport
fuel project is nearing completion.
Rieva Lester discussed guests attending the Dec. 3 Business Meeting:
• Toledo 11-year-old Elijah Feigenbaum, who spearheads a toy drive for Mary Bridge Children's
Hospital each year.
• Scott Boettcher and Edna Fund, who will give an update on the Flood Authority.
