Josh Metcalf discussed a notice of hearing regarding a franchise renewal to Hampton Lumber Mills, Washington, Inc. to install, construct, operate, and maintain stormwater facilities in Lewis County road rights-of-way. Eric Eisenberg discussed a resolution to ratify a contract with Schwiesow Construction Inc. for Lewis County Permanent Shelter renovations, Project #31-2408 Construction. Alex Murray discussed a resolution to approve a contract to provide floor matt cleaning services for county campus buildings. Josh Metcalf discussed a resolution to accept a bid on tax title property off of Coal Street in Toledo. Josh Metcalf and Erika Katt discussed a resolution to accept an agreement between Lewis County and Washington State Military Department for the State Homeland Security Grant Program contract #E25- 208. Sarah Hensley discussed a resolution to approve the Twenty-Eighth Supplement Agreement between West Consultants Inc. and Lewis County, acting as Fiscal Agent for the Chehalis River Basin Flood Authority, and authorize the Director of Community Development to sign on behalf of Lewis County Sarah Hensley discussed a resolution to approve Amendment No. Three (3) Interagency Agreement between Washington State Recreation and Conservation Office (RCO) and Lewis County, acting as Fiscal Agent for the Chehalis River Basin Flood Authority. Mindy Brooks discussed a hearing to adopt Ordinance 1358 to amend Chapters 17.05, General Provisions, 17.10, Definitions, and 17.130, Adequate Public Facilities of the Lewis County Code. Commissioner Pollock made a motion to move one notice item, two consent items, six deliberation items and one hearing to the Tuesday, Dec. 10, 2024, BOCC agenda. Commissioner Swope seconded. Motion passed 3-0. At 9:14 a.m., Commissioner Brummer announced that the Board would be going into executive session under RCW 42.30.110(1)(i) until 9:24 a.m. to discuss Hornburg litigation and the Wing and Graham tort claim. At 9:24 a.m., Commissioner Brummer extended executive session until 9:29 a.m. Executive session ended at 9:29 a.m. Commissioner Brummer noted that no decisions had been made. Commissioner Pollock made a motion to amend the Directors’ Update agenda to include an executive session discussion regarding a tort claim related to the Coroner’s Office. Commissioner Swope seconded. Motion passed 3-0. At 9:31 a.m., Commissioner Brummer announced that the Board would be going into executive session under RCW 42.30.110(1)(i) until 9:34 a.m. to discuss a tort claim related to the Coroner’s Office. Executive session ended at 9:34 a.m. Commissioner Brummer noted that no decisions had been made. New business / roundtable Becky Butler discussed an upcoming hearing for a budget amendment and reminded the group of training being offered in December. BJ Kuykendall and Doug Carey discussed upcoming waterline work at the Fairgrounds that will affect the Twin Cities Senior Center. Commissioner Brummer directed BJ to reach out to the seniors about the project timeline. Wednesday Workshop Community Development permit process (Ordinance 1358): Mindy Brooks provided an overview of the changes and timelines included in proposed Ordinance 1358. Commissioner Brummer noted that Stephanie Miller will give 15-minute presentation Dec. 10 in celebration of Drug Court's 20th anniversary. Meja Handlen discussed correspondence received related to the animal shelter. Ryan Barrett discussed correspondence received regarding frontage requirements at the homeless shelter.
