Josh Metcalf discussed a notice of hearing regarding a franchise renewal to Newaukum Hill Water Association to install, construct, operate and maintain water system facilities in Lewis County Road Rights-of-Way. Josh Metcalf discussed a notice regarding the vacation of a portion of undeveloped Roppert Road. Mindy Brooks discussed a resolution to reappoint Roger Moore to the Lewis County Planning Commission. Becky Butler discussed a resolution to renew a professional services contract with Penser North America for workers’ compensation third-party administration. Becky Butler discussed a resolution to approve a contract amendment with Berry Dunn McNeil & Parker LLC for Grant Management Compliance and Consulting Services. Josh Metcalf discussed a resolution to initiate county road construction projects and assign County Road Project (CRP) numbers. Commissioner Swope made a motion to move two notice items, two consent items, 16 deliberation items and one hearing to the Tuesday, Dec. 17, 2024, BOCC Business Meeting agenda. Commissioner Pollock seconded. Motion passed 2-0. Announcements / new business / roundtable / Wednesday Workshop Fuller tort claim: At 9:11 a.m., Commissioner Pollock announced that the Board would be going into executive session under RCW 42.30.110(1)(i) until 9:17 a.m. to discuss the Fuller tort claim. Executive session ended at 9:17 a.m. Commissioner Pollock noted that no decisions had been made. Commissioner Swope made a motion to deny the Fuller tort claim as discussed in executive session. Commissioner Pollock seconded. Motion passed 2-0. Department representatives shared the following: • Becky Butler reminded the group to watch year-end budgets. • Mindy Brooks discussed office closures planned for Dec. 19 and 31. • Gabe Anzelini encouraged diligence regarding cyberattacks. Blue Zones: Mindy Brooks, Todd Chaput and Jon-Paul Bowles shared results of a recent Blue Zones walking audit of Packwood. The group provided proposed improvements to improve pedestrian safety and accessibility along Highway 12. Impact fees: Josh Metcalf and Mindy Brooks discussed the allowed uses for impact fees and the process by which the county could impose them. Mindy noted that the use must be reflected in the Comprehensive Plan and the Capital Facilities Plan. The commissioners directed staff to work on an RFP for a consultant to help with the implementation of impact fees. Meeting adjourned at 10:26 a.m.
