2024-12-18 Auditor Treasurer UpdateAuditor / Treasurer Update December 18, 2024 10:32 a.m. Present: Commissioner Brummer, Commissioner Pollock, County Manager Ryan Barrett, Graham Gowing, Grace Jimenez, Rodney Reynolds, Becky Butler Guest(s): None Recorder: Tammy Martin Public comment: None Commissioner Pollock made a motion to amend the agenda to include a discussion about the Treasurer’s Office’s Nov. 18 budget proposal. Commissioner Brummer seconded. Motion passed 2-0. Treasurer’s Office updates: Rodney Reynolds said the Fed is expected to cut rates by .25 percent later in the day. Rodney said 91.67 percent of revenue for the County has been collected for the year. It was noted funds collected for the Coroner’s Office are lower than projected due to reimbursements not yet collected. He said WSU Extension had an error in collections to be fixed shortly, per Gary Fredricks. Rodney said lodging tax collection has increased 6.6 percent year-to-date over last year. Rodney addressed concerns regarding verbiage from draft minutes for the Nov. 18, 2024, BOCC Wrap- Up / County Manager Update. At that meeting, the commissioners agreed to add $35,000 back to the Treasurer’s General Fund budget. 25 percent was noted in previous draft minutes, but Becky Butler said the Treasurer’s Office can direct the Auditor’s Office to adjust the amounts charged to the LCIP for Rodney’s salary up to 25 percent or up to $35,000 based on the Treasurer’s estimates. The amount allocated from the investment pool funds is a decision made by the Treasurer’s Office. Becky said the $35,000 amount was a number, not a percentage value added back to the Treasurer's budget. Any cost outside of the $35,000 would need to be absorbed in the Treasurer’s budget. Commissioner Brummer and Commissioner Pollock reiterated that the total amount added back to the Treasurer’s general fund budget was $35,000. Any percentage allocation charged to the investment pool fund would be under the Treasurer’s direction. The bottom line to the Treasurer’s general fund budget would not increase unless requested and granted through a budget amendment request approved by the BOCC. Auditor’s Office updates: Grace Jimenez said the third quarter budget amendments were posted Dec. 17. Grace said there are funds that need year-end cash-flow loans. This will be authorized at the next BOCC Business meeting. Grace said the Auditor’s Office is working on year-end. Graham Gowing said there will be a special election in February, with seven school districts including proposals on the ballot. Graham said there will be no increase in recording fees at this time.
