2025 Legislative Session updates – Josh Weiss and Troy Nichols reviewed the county’s legislative
requests. The commissioners voiced their positions on the following:
• SB 5154: Opposed
• HB 1504: Opposed
• Minimum parking requirements: Opposed
• 1397: Support
Agenda change: Commissioner Pollock made a motion to add to the Feb. 4, 2025, Business Meeting
agenda Resolution 25-034: List the bids received and contractor selected for four new pickup trucks.
Commissioner Swope seconded. Motion passed 3-0.
Public defense contracts: Becky Butler reviewed proposed changes to the county’s contracts with public
defenders. The commissioners directed staff to reach out to the PA’s Office and Drug Court to
understand why the process to enter Drug Court takes longer now than it used to.
Becky and Don Blair said the county handled 154 Green Hill cases the previous year. Becky noted that
the state does not reimburse the county for its actual costs for those cases and that receiving any
reimbursement is cumbersome and labor intensive.
The commissioners said they would revisit the topic Feb. 10.
Distressed Counties appointments: The commissioners directed staff to reach out to the “small city”
mayors to seek representation for the Distressed Counties committee.
Minute folders: Commissioner Swope made a motion to approve minutes for the weeks of: Dec. 30,
2024; and Jan. 1, 6 and 13, 2025. Commissioner Pollock seconded. Motion passed 3-0.
Executive session: At 9:44 a.m., Commissioner Brummer announced that the Board would be going into
executive session under RCW 42.30.110(1)(i) until 10 a.m. to discuss three topics:
• Hylton case
• Workers’ comp claim
• Property damage to Fairgrounds
At 10 a.m., Commissioner Brummer extended executive session until 10:03 a.m.
• At 10:03 a.m., Commissioner Brummer extended executive session until 10:06 a.m.
• At 10:06 a.m., Commissioner Brummer extended executive session until 10:10 a.m.
• At 10:10 a.m., Commissioner Brummer extended executive session until 10:15 a.m.
Executive session ended at 10:15 a.m. Commissioner Brummer noted that no decisions had been made.
