Drug Court compliance officer: Stephanie Miller / Judge Toynbee said Drug Court would like to reallocate funding earmarked for compliance officer services that the Sheriff’s Office no longer is able to provide. Commissioner Pollock made a motion to reallocate Mental Health Tax funding from the jail Drug Court program to the Superior Court Drug Court program. Commissioner Swope seconded. Motion passed 3-0. Becky Butler noted that the change would be addressed in the next budget amendment. Agenda changes: Commissioner Pollock made a motion to add to the Feb. 25, 2025, Business Meeting agenda the following: • Resolution 25-059: Award on-call critical area review services contract to Raedeke Associates and authorize Director of Community Development to sign • Resolution 25-060: Accept grant funds from the Department of Commerce EE2024 Grant to fund the Jail LED Upgrade Project • Resolution 25-061: Appoint Marika Bertolini to the Pacific Mountain Workforce Development Council Commissioner Swope seconded. Motion passed 3-0. Executive session: At 9:23 a.m., Commissioner Brummer announced that the Board would be going into executive session under RCW 42.30.110(1)(i) until 9:28 a.m. to discuss Bellacosa v. Lewis County. At 9:28 a.m., Commissioner Brummer extended executive session until 9:31 a.m. At 9:31 a.m., Commissioner Brummer extended executive session until 9:33 a.m. Executive session ended at 9:33 a.m. Commissioner Brummer noted that no decisions had been made. Commissioner Swope made a motion to proceed with settlement sessions regarding the Bellacosa case as discussed in executive session. Commissioner Pollock seconded. Motion passed 3-0. Inclement weather: Erika Katt provided a recap of the weekend weather and a forecast for the next day. Natural gas: Commissioner Swope suggested the county pass a resolution to protect access to natural gas for homes and businesses in Lewis County, noting that voters approved such protection via the November approval of I-2066. Mindy Brooks said Community Development can include the information in its upcoming building code updates. Water / sewer services: Mindy Brooks discussed concerns regarding development within UGAs. Child Abuse Prevention Month: The commissioners directed staff to invite Family Education and Support Services to an upcoming Business Meeting. Distressed Counties: The commissioners reviewed recommendations received from mayors of the area’s small cities. They directed staff to update the resolution to include Napavine Mayor Shawn O’Neill as the small cities representative. Vacancies: The commissioners reviewed applications reviewed for the following: • Fair Advisory Board • East Lewis County Public Development Authority (ELCPDA) • Civil Service • Veterans Advisory Board • Lewis-Mason-Thurston Area Agency on Aging (LMTAAA) Commissioner Pollock made a motion to add to the Feb. 25, 2025, BOCC Business Meeting resolutions appointing individuals to the Fair Advisory Board, ELCPDA and Civil Service. Commissioner Swope seconded. Motion passed 3-0. Correspondence: The commissioners reviewed correspondence received over the weekend. Meeting ended at 10:03 a.m.
