At 9:48 a.m., Commissioner Brummer announced that the Board would be going into executive session
under RCW 42.30.110(1)(i) until 10:03 a.m. to discuss three topics:
• Restorical Research – landfill (with outside counsel)
• BJ Kuykendall
• Bulldis settlement
At 10:03 a.m., Commissioner Brummer extended executive session until 10:13 a.m.
At 10:13 a.m., Commissioner Brummer extended executive session until 10:16 a.m.
Executive session ended at 10:16 a.m. Commissioner Brummer noted that no decisions had been made.
Commissioner Pollock made a motion to approve with mediation for the Centralia landfill insurance
claims. Commissioner Swope seconded. Motion passed 3-0.
Commissioner Pollock made a motion to approve the George Bulldis estate non-judicial binding
agreement and authorize the PHSS Director to sign it and any related documents. Commissioner Swope
seconded. Motion passed 3-0.
Annexation ILAs: Mindy Brooks discussed the city of Centralia’s proposed annexation, which includes a
sliver of the port until later phases. Mindy noted that the city and the port need to coordinate on the
proposal and that the county would need to enter into an annexation ILA.
Fairgrounds as a park: Ryan Barrett discussed a proposal to establish the fairgrounds as a park to allow
the use of REET II funding. Ryan said the change would allow for use of REET II funds for the water main
project.
