Public comment: None.
Budget Analyst III position request: Commissioner Pollock made a motion to approve the creation of a
Budget Analyst series, including the creation of a Budget Analyst III position. Commissioner Swope
seconded. Motion passed 3-0.

Master Gardener and Master Composter updates: Jason Adams discussed an upcoming Repair event as
well as a tool-loan program in the works.

Eric Eisenberg discussed a call for bids for Lewis County Permanent Shelter – Frontage.
Mindy Brooks discussed a notice hearing regarding Ordinance 1363, which would amend Chapter 1.20,
General Penalty and Fines, Civil Penalty and Notices of Violation, of the Lewis County Code.
Eric Eisenberg discussed a notice of intent to Revise Lewis County's 5-Year Housing and Homelessness
Strategic Plan.
Geoff Soderquist discussed a resolution to approve an Interlocal Cooperative Purchasing Agreement
between Lewis County and Pacific County.
Kimberly Edminster discussed a resolution regarding the proposed acquisition of additional right of way
for Carr Road at MP 0.26 to MP 0.28.
Wes Anderson discussed a resolution to list the bids received and contractor selected for the King Road
MP 12.26 Bridge Scour, F.A. BHOS-2021(071), CRP 2159M.
Becky Butler discussed a resolution to ratify a contract between Lewis County and Populous Inc. to
provide services for engineering and design for the proposed equestrian center at the Southwest
Washington Fairgrounds.
Kimberly Edminster discussed a hearing for the vacation of Lindley Road No. 407.
Commissioner Pollock made a motion to move three notice items, two consent items, four deliberation
items and one hearing to the Tuesday, April 22, 2025, BOCC Business Meeting agenda. Commissioner
Swope seconded. Motion passed 3-0.
Announcements / new business / Wednesday Workshop
Executive session: At 9:18 a.m., Commissioner Brummer announced that the Board would be going into
executive session under RCW 42.30.110(1)(i) until 9:28 a.m. to discuss Hylton v. Lewis County.
Executive session ended at 9:28 a.m. Commissioner Brummer noted that no decisions had been made.
Commissioner Swope left at 9:27 a.m.
Commissioner Pollock made a motion to proceed with settlement discussions regarding the Hylton
matter as discussed in executive session. Commissioner Brummer seconded. Motion passed 2-0.
County staff provided department updates, including the following:
• Becky Butler: Staff is working on policy updates, county adding additional defense conflict
attorneys, staff kicking off internal service rate work.
• Alex Murray: Spring Community garage sale was huge success, and staff plans to bring back the
fall garage sale too.
• Angie Hodge: Employee recognition will take place April 22.
• Meja Handlen: Boys and Girls Club breakfast is April 23.
Equestrian Center: The commissioners discussed stakeholder groups for the upcoming Equestrian
Center meetings.
