Napavine UGA Discussion
If the County wants to invoke this annexation a response needs to be sent by October 19, 2015.
There was discussion on starting the process of an interlocal with the City of Napavine.
The consensus with the group was not to send the Napavine Annexation to the Boundary Review Board.
Lee will write a letter for the BOCC to sign regarding the annexation.
Lee discussed a letter that was received from the Farm Bureau regarding the VSP Program. She would
like a hire a person for this. Lee thinks her department can start the work before money is taken for a
contract. Once the contract is started it needs to be completed in 6 months.
Lee left the meeting.
David Find, Archie Smith, Suzette Smith, Grace Jimenez, Graham Gowing, Larry Grove and Commissioner
Stamper and Commissioner Fund.
Archie stated after the meeting everyone met on how to strategize going forward. Archie has been
talking to various bargaining groups. He feels the general attitude from the employees is to switch
groups if is a savings.
David stated if the BOCC makes a decision based on the majority of employees decision it would be
defensible. He feels we should go through the process.
Larry noted that from his experience ULP’s will be filed. Archie feels it is the interest arbitration groups
that will file the ULP.
The group left except the Commissioners and Archie
Archie discussed a position for the DEM Departments. This person will be a casual employee. This is
represented work and he has a solution. If position is casual and the BOCC says it goes to a regular
employee, this group will be divided out from the Sheriff’s Group.
Archie left the meeting.
Commissioner Stamper reported on a meeting he attended regarding riding ATV’s on roads. He is going
to discuss with Tim Elsea to get his thoughts on the project.
The Commissioners discussed the recent .09 Funding for the Chehalis Children’s Museum.
