Northern Spotted Owl
Ruling from US District Court on this case that we lack standing along with US Forest Industry. The
question is if we contact our lobbyist to look into this Washington D.C. or do we use the D.C. circuit
lawyer. One of the BOCC members needs to contact Bob Weidner , our lobbyist, let him know about the
situation and discuss with him contacting the D.C. lawyer.
Pacific Mt. Workforce
Glenn gave an overview of the Federal Law that governs this board. There is an issue with the
appointment that Lewis County wishes to make to this board.
Glenn asked if he should bring the inter-local agreement forward. Commissioner Schulte stated we wait
on the inter-local until Lewis County’s appointment is accepted. He also noted this group will be out of
compliance until t the inter-local is signed.
Glenn discussed the GRBHO and the governance of this new entity. We need to take the stance that only
the governing board runs this committee. This board needs to take control of the GRBHO to make the
decisions as this organization gets started. Glenn also discussed who the lawyer should be for this
organization. He feels that the lawyer they already have should continue to do the work.
Khvoroff/WSDOT
WSDOT finished the project on his property. Khvoroff is asking for an easement to go from one of his
pastures to another pasture. His request seems very reasonable. WSDOT has said before they would do
this and now they are denying his request.
Edna joined the meeting via phone at 2:55 pm. Glenn went over the GRBHO discussion from earlier.
State Senate Vacancy
David discussed a statement from Cowlitz County PA’s office who believes the selection can be done in
executive session. We do not believe this is the case. You can discuss the qualifications of the candidates
but not make the selection. He advised the BOCC not take part in an executive session if it does take
place.
Districting Committee
The date has been set. There is a lease outstanding for the Morton Lease. We need to have a lease in
place after the first of the year for the County’s obligation. Commissioner Schulte recommends we have
a lease to use the building one day a month or 12 times a year.
The Board went into executive session at 3:03 pm for 10 min under RCW 42.30.110(1)(i) to discuss
pending litigation. The Board came out of executive session at 3:13 pm with no decisions being made.
Commissioner Stamper discussed issues surrounding a diking district in Morton, WA.
