2015-10-12 WUBOCC Wrap-up October 12, 2015 8:30 am Present: Commissioners Fund, Stamper and Schulte, Treasurer Arny Davis and Rodney Reynolds Reporter: Karri Muir Treasurer Davis discussed the long term investment for the Chemical Dependency funding. This has been called up and will be due on Friday, October 16, 2015. The Commissioners need to decide how far they would like to invest this money. Rodney checked the market and if we went out 12 months it would be just under a half point, 5 years would be 1.62 basis points. This would be a commitment of five years. If they wanted a liquid market they could go through Timberland. Commissioner Schulte has heard that the interest rates are going to go up and he does not like the thought of locking this money up. Rodney agreed and stated that analysts have been saying that for quite a few years. He also noted that if the Chemical Dependency needs the money and it is locked in, it could be bought out from Current Expense. Treasurer Davis recommended the BOCC take the long term rate. Commissioner Stamper stated he take the recommendation of the Treasurer. Treasurer Davis discussed a couple of opportunities that a company can do research on money that may be owed to the County. If the BOCC is interested these companies can come in and do a presentation for the BOCC. If we do this on our own it will take an FTE about 20 hours a month. If the company does the work they will charge us 22% on the money they find. The minimum contract amount is $1200.00 for the year. He will check out the companies and set up a presentation. Treasurer Davis and Rodney left the meeting at 9:00 am. Daleyn Coleman, Grace Jimenez, Suzette Smith, Graham Gowing and joined the meeting at 9:00 am. Daleyn reported that the meeting with the non-represented employees regarding health insurance went very well. We need to get the information back to WCIF. Commissioner Schulte will sign the papers to make the change in employee insurance. The HR/Auditor group left the meeting at 9:10 am. Commissioner Fund reported on the Senior Meeting she attended. The various Senior Centers presented the money they have raised through fundraising. There was discussion on various appointments for the BOCC Commissions. Commissioner Fund met with Senator Braun and he likes the idea of .09 Committee for matching funding for flood mitigation funding. There was discussion on the Children’s Museum funding from the .09 Committee between Commissioner Fund and Senator Braun. Commissioner Fund also discussed the North County Interchange with Senator Braun. He would like to see the Ports, cities and the County to work together on this project. There was discussion the LTAC presentation meeting that was held the previous weeks. Steve Mansfield came in and discussed the phone outages in East Lewis County. Meeting adjourned at 9:50 am
