Subject: Information Technology Organizational Restructuring
This purposed of this memorandum is to recommend approval of the proposed reorganization
of the Information Technology Department, as outlined in the attached summary by Director
Gabe Anzelini.
This proposal is a strategic and fiscally responsible step forward. It addresses structural and
operational inefficiencies by aligning job responsibilities with actual duties, formalizing interim
assignments, and recognizing the leadership capacity that already exists within the department.
Importantly, the changes are cost-neutral in the short term and are projected to generate
substantial ongoing savings beginning in 2026—approximately $90,000 annually.
The reorganization reduces the Director’s span of control by redistributing supervisory and
cybersecurity responsibilities. These changes strengthen departmental leadership, support
succession planning, and reinforce the County’s cybersecurity posture in alignment with industry
best practices.
The proposed changes are mindful of the County’s current budget environment. By freezing a
vacant position and reallocating existing resources, the plan provides a model for how we can
invest in staff, increase efficiency, and improve service delivery—all without increasing total FTEs
or costs.

Summary
To strengthen leadership, align responsibilities with actual duties, and improve service delivery, I am
proposing a focused reorganization of the Information Technology Department. This plan formalizes
interim assignments, reduces management strain, and supports professional development — all
while addressing current budget pressures and improving long-term fiscal outlook.
Current Structure and Challenges
The department’s current structure concentrates too many responsibilities at the Director level,
including acting as Lead Security Analyst — a dual role, that was meant to be interim, has become
increasingly unsustainable. Several staff members are also performing beyond their classifications.
For example, our administrative support role has evolved into a full-time operational leadership
position without formal reclassification. The flat structure further limits efficiency, communication, and
succession planning.
Proposed Changes
This proposal includes the following adjustments:
Appoint Chief Information Security Officer (CISO):
Promote the current Security Analyst III into a Lead Security Analyst role, relieving the Director of
dual responsibilities. The vacated Security Analyst III position will be frozen.
Rename Lead Cyber Security Analyst role to Chief Information Security Officer (CISO):
Align with industry expectations. This name adds strategic capacity and supports credibility in
grant applications and security assessments.
Create Network Supervisor (Network V):
Promotes a senior network engineer into a supervisory role, improving division-level oversight and
reducing the Director’s span of control.
Formalize Business and Office Manager Role:
Amanda Price has served in this capacity for the past nine months and has been paid out-of-class.
This change formalizes the interim arrangement and eliminates the prior part-time
administrative/security awareness position.
No increase in overall FTEs:
Existing roles are being reallocated and offset through position freezes or eliminations.
Fiscal Impact
Professional services expenses in 2025 have exceeded expectations. This reorganization helps shore
up that overage by reallocating internal resources more effectively and freezing a rehire. The
proposed changes generate approximately $50,000 in departmental savings this year. Beginning in
2026, once the new structure is fully reflected in the budget, the department expects ongoing annual
savings of approximately $90,000.
Addressing Anticipated Concerns
Cost and Staffing:
No net increase in positions. All proposed changes are offset and result in near-term and long-term
savings.
Employee Impact and Morale:
The reorganization rewards staff who are already serving in advanced capacities. It enhances
clarity and fairness without disruption.
Service Delivery:
Additional supervisory capacity will strengthen communication, oversight, and continuity.
Public Perception:
The proposal reflects thoughtful internal development and cost stewardship consistent with the
County’s values.

NATURE OF WORK Under general supervision, leads and coordinates Networking operations for Lewis County Information Services Division; provides supervisory guidance, technical leadership, and serves as a liaison between engineering staff and the IT Director; provides expert technical support and training for County computer system users and network engineers; troubleshoots problems and provides advanced system solutions.
ESSENTIAL FUNCTIONS:
The following duties are the fundamental, crucial job duties performed by this position. This is not a
comprehensive list of all tasks that may be assigned. Incumbent may be required to perform other duties as
assigned and appropriate for the position.
• Oversees the Network operations for Lewis County Information Services Division; monitors operations, analyzes anomalies and trends, resolves problems, and recommends system improvements.
• Supervises and coordinates the work of Network Engineers; sets priorities, assigns and monitors tasks, evaluates performance, enforces adherence to policies, and fosters professional development through coaching and cross-training.
• Serves as a primary point of contact for the IT Director on matters related to network operations, service issues, and technical guidance; communicates team status, escalates concerns, and provides input on departmental planning.
• Plans and coordinates Network projects; coordinates implementation of new systems, provides technical oversight of hardware and software upgrades, and validates system operation.
• Provides expert technical support for County computer system users; troubleshoots problems and provides advanced system solutions.
• Diagnoses and trouble-shoots system problems; analyzes computer and peripherals’ functionality; identifies, locates, resolves and repairs problems within scope of authority.
• Provides professional technical training to County departments and personnel; instructs end users in the use of computer hardware and software.
• Creates local user accounts and system access for e-mail and file shares; monitors utilization trends and backup procedures; manages user accounts, password files and access rights.
• Maintains and enforces system security and confidentiality of records and information; monitors staff compliance to security procedures and County policies and guidelines.

• Manages County-wide printers and peripheral devices; analyzes errors and malfunctions, and repairs or recommends replacement options; leads County personnel in the installation of computer hardware, printers and other peripheral components.
• Maintains work log of service requests, equipment malfunctions, software errors and failures; identifies technical problems which need to be addressed by improved procedures and policies.
• Performs all other Network Engineer functions as needed to meet workload demands.
• Trains Network staff in maintenance and use of County information technology systems and facilitates cross-training in all technical skills.
• Collects technical and administrative information and compiles data for reports.
WORKING ENVIRONMENT / PHYSICAL DEMANDS: Work is performed in a computer laboratory and office environment utilizing computers and peripheral equipment; may occasionally be required to lift up to 20 lbs. Requires vision capacity to perform fine calibrations and differentiate between colored wires.
DISTINGUISHING CHARACTERISTICS:
This position serves as a working supervisor over the Network Engineering team, responsible for providing technical guidance, direct supervision of staff, and alignment with departmental goals. The incumbent possesses expert technical knowledge and customer service skills, provides leadership and training to other Engineers, and serves as a primary liaison to the IT Director regarding network operations and team coordination.
QUALIFICATIONS:
REQUIRED: Associate’s Degree in Information Technology, Computer Science, or a closely related field; AND five (5) years’ technical support/network administration experience. Lewis County Government experience is preferred. Certification as a Microsoft Certified Professional (MCP) and a valid Washington State Driver’s License are required.
PREFERRED: Microsoft Certified Systems Engineer (MCSE) and Comp-TIA A+ certifications are preferred.
