Executive session: At 9:02 a.m., Commissioner Pollock announced that the Board would be going into
executive session under RCW 42.30.110(1)(i) until 9:12 a.m. to discuss the following three topics:
• Carpenter tort claim
• Opioid litigation
• Darigold property tax litigation
Executive session ended at 9:12 a.m. Commissioner Pollock noted that no decisions had been made.
Commissioner Swope made a motion to approve the tax refund regarding Darigold as discussed in
executive session. Commissioner Pollock seconded. Motion passed 2-0.
Westside Connector Corridor interlocal with Centralia: Geoff Soderquist, Mindy Brooks and the
commissioners discussed the need to ensure the ILA reflects that the city is required to maintain the
curb, sidewalk and lighting, etc. The commissioners said they will hold the item for a week.
Drug-free workplace policy: Ryan Barrett said the updated proposed policy has been sent to the unions
for review.
Excess Workers’ Comp insurance renewal: Ryan Barrett said he recommends not moving forward with
the proposed increase in liability.
Commissioner Swope made a motion to select the lower SIR at $600,000 and to authorize the County
Manager to sign as such. Commissioner Pollock seconded. Motion passed 2-0.
Broadband update / extension request: Becky Butler said RBC has requested an extension through the
end of August.
Commissioner Swope made a motion to authorize the extension of the broadband project through the
end of August and to authorize the County Manager to sign as such. Commissioner Pollock seconded.
Motion passed 2-0.
WSAC Conference in November: Becky Butler discussed finances. The commissioners directed staff to
move forward with registration.
Lodging tax grant 2026 allocation amount: The commissioners said they will discuss the 2026 lodging
tax allocations Aug. 11.
Board of Equalization (BOE) and Public Facilities District (PFD) vacancies: The commissioners directed
staff to take actions to fill the positions.
Claquato Church proposals: Ryan Barrett opened the lone bid received for the Claquato Church. Ryan
said the Claquato Cemetery Board submitted a $5,000 bid that includes a detailed plan for preservation
of the church.
Commissioner Swope made a motion to direct staff to move forward with acceptance of the bid from
the Claquato Cemetery Board. Commissioner Pollock seconded. Motion passed 2-0.
Board of Natural Resources election: The commissioners directed staff to submit the BOCC’s ballot in
favor of Clallam County Commissioner Randy Johnson.
Minute folders: Commissioner Swope made a motion to approve minute folders for the weeks of June
30, July 7 and July 14. Commissioner Pollock seconded. Motion passed 2-0.
Planning Commission food budget: Commissioner Swope made a motion to approve the $162.79 pizza
purchase for the large Planning Commission meeting that took place in Packwood in April.
Commissioner Pollock seconded. Motion passed 2-0.
Correspondence: Commissioner Swope said he will forward to the city of Centralia correspondence
received regarding the Westside Connector project.
Meeting ended at 9:42 a.m.
