Public comment: George Dodd invited the public to a service provider open house planned for 4:30 p.m.
Oct. 27 in Morton.
At 9:03 a.m., Commissioner Brummer announced that the Board would be going into executive session
under RCW 42.30.110(1)(i) until 9:18 a.m. to discuss two topics: Logistics Property Co. and Centralia Port
mediation.
At 9:18 a.m., Commissioner Brummer extended executive session until 9:28 a.m.
Executive session ended at 9:28 a.m. Commissioner Brummer noted that no decisions had been made.
Kimberly Edminster discussed a notice of hearing for the renewal of a franchise to Cardinal FG Company
to install, construct, operate and maintain natural gas utility facilities in Lewis County rights of way.
Matt Patana discussed a resolution to issue a request for proposals for Removal and Replacement of
boilers at the Law and Justice building.
Mindy Brooks discussed a resolution to authorize the County Manager to enter into interlocal
agreements with the City of Centralia, City of Morton, City of Pe Ell, City of Toledo and City of Vader for
the co-management of development within the urban growth areas.
Wes Anderson discussed a resolution to ratify a Consultant Agreement with David Evans and Associates,
Inc. (DEA) to provide Inspection Services for the Ceres Hill MP 0.79 Bridge Retrofit project, CRP 2204,
Federal Aid No. BHOS-2021(079).
Wes Anderson discussed a resolution to establish a No Parking zone on Skate Creek Road South.
Rieva Lester discussed a resolution to amend interlocal agreement between Lewis, Clark, Cowlitz,
Skamania and Wahkiakum counties for the Lower Columbia Fish Recovery Board.
Kimberly Edminster discussed a hearing to approve a franchise to AT&T to install, construct, operate,
and maintain telecommunications facilities in Lewis County rights of way.
Commissioner Pollock made a motion to move two notice items, two consent items, four deliberation
items and one hearing to the Tuesday, Oct. 28, 2025, BOCC agenda. Commissioner Swope seconded.
Motion passed 3-0.
Announcements / new business
Becky Butler noted that offices and departments will be notified later in the week of budget decisions
the commissioners have made. She said budgets will not reflect potential changes to collective
bargaining agreements.
Mindy discussed upcoming office hour disruptions due to SmartGov training.
Matt Patana discussed change orders for work on the fairgrounds water project.
