DEM update: County Manager Ryan Barrett provided an update on local flood response. County Engineer Wes Anderson discussed a resolution to issue a Request for Qualifications (RFQ) to provide 2026 Annual Hydrologic, Hydraulic, and Geomorphic Services for public works projects. John Abplanalp discussed a resolution to issue a Request for Proposals (RFP) to Solicit Qualified Providers to Deliver Animal Shelter Operations Services in Lewis County. Mindy Brooks discussed a resolution to disband the Washington State Boundary Review Board for Lewis County, Washington. Rocky Lyon discussed a resolution to appoint Samuel Schellenger to the Lewis County Solid Waste Advisory Committee and setting terms thereof. Tim Mixer discussed a resolution for the declaration of surplus equipment. Wes Anderson discussed a resolution to initiate county road construction projects and assign County Road Project (CRP) numbers. Rudy Rodriguez discussed a resolution to approve 2026 “Lodging Tax” contracts with various organizations for funding from Tourism Promotion Fund No. 1980 for tourism-related activities. Ryan Barrett discussed a resolution to approve a collective bargaining agreement between Lewis County and AFSCME Local 1341 for January 1, 2026, through December 31, 2027. Becky Butler discussed a hearing for Lewis County 2025 budget, emergency and supplemental appropriations to and transfers within current expense and other funds. Commissioner Swope made a motion to move two notice items, two consent items, six deliberation items and one hearing to the Tuesday, Dec. 16, 2025, BOCC agenda. Commissioner Pollock seconded. Motion passed 2-0. Announcements / new business Office and department representatives provided updates, including the following: • Wes Anderson said the east side of the county will have significant road damage. • Sara Sons invited county employees to participate in a Polar Plunge contest Jan. 1. Law and Justice boiler project: Matt Patana said proposals for the Law and Justice boiler project have come in about $50,000 higher than anticipated. Commissioner Swope made a motion to approve up to $350,000 for the county’s Law and Justice boiler project. Commissioner Pollock seconded. Motion passed 2-0. Labor negotiation contract: Commissioner Swope made a motion to approve an additional $5,400 for the county’s contract with Cabot Dow for his work on the county’s interest-arbitration eligible contracts.
